Deputy Education Minister, Samuel Okudzeto Ablakwa, is
convinced the battered image of the National Service Scheme (NSS) will be
repaired by caretaker Executive Director, Dr. Michael Whyte Kpessa. He stated
that Dr. Kpessa has the track record and the experience to restore the NSS to
its former glory. The National Service Scheme has suffered a sustained
battering for weeks on account of a payroll scandal that surprised many by its
scale. Managers of the Scheme, according to preliminary investigations by the
Bureau of National Investigations, ballooned the number of service persons by
close to 23,000 in July this year. Through this, they defrauded the state of
7.9 million Ghana cedis and allegedly attempted to cover up the fraud by
bribing BNI officials probing the matter. The Governing Board of the NSS consequently
directed the Executive Director, Alhaji Imoro Alhassan and 22 other district
directors to step aside while investigations continue. President John Mahama
Sunday appointed a presidential staffer Dr. Kpessa, to act as Executive
Director of the National Service Scheme. Speaking on the appointment, Mr.
Ablakwa, whose ministry has supervisory jurisdiction over the NSS, said, Dr.
Kpessa will do deLligency to the task given. After that, he said, the president
will appoint a substantive Executive Director for the Scheme. Meanwhile,
founding President of IMANI Ghana, Franklin Cudjoe, says although he believes
the newly appointed acting head of the beleaguered National Service Scheme will
not “steal” from the state, he may not succeed at the job.
Cudjoe says his conclusions are drawn from the fact that Dr Michaal Kpessa
Whyte has obviously not run anything organizationally successful in his life
until this appointment.
